The repo market is vital to government bond markets, but its key vulnerabilities stem from leveraged, short‑term financing structures and not from regulated mutual funds. What matters is not who participates in repo transactions, but how vulnerabilities are generated.

ICI released a statement today after the US House of Representatives unanimously passed H.R. 3682, the Financial Stability Oversight Council (FSOC) Improvement Act of 2025. Representatives Bill Foster (IL-11) and Bill Huizenga (MI-04) sponsored the bill.

ICI submitted a letter to House Speaker Mike Johnson and House Minority Leader Hakeem Jeffries in support of H.R. 3682, the Financial Stability Oversight Council Improvement Act of 2025, sponsored by Reps. Bill Foster (D‑IL) and Bill Huizenga (R‑MI).
