ICI Names Tracey Wingate as Chief of Staff

Washington, DC; February 18, 2021—The Investment Company Institute today announced that Tracey Wingate will become chief of staff to ICI President and CEO Eric J. Pan.

Wingate will be joining ICI from the US Commodity Futures Trading Commission (CFTC), where she has been associate director of the Office of International Affairs. In that role, she has been leading the CFTC’s international engagements and providing strategic advice and counsel to the CFTC chair and commissioners on an array of complex domestic and international policy initiatives.

Among her accomplishments, Wingate spearheaded the creation of the Financial Stability Engagement Group (FSEG), a group established by the International Organization of Securities Commissions (IOSCO) to facilitate greater cooperation between IOSCO, the Financial Stability Board, and other standard-setting bodies. She also led negotiations with European authorities on the equivalence and recognition of US central clearinghouses.

“I am delighted that Tracey has agreed to join ICI as chief of staff,” Pan said. “Tracey is an experienced financial regulator who has a long track record of successfully addressing complex regulatory challenges. Tracey will serve as a senior adviser to me and work alongside the superb senior staff of ICI in advancing the interests of regulated funds and their investors around the world.”

Wingate has served at the CFTC since 2005 in a number of senior roles—first as a senior trial attorney in the Division of Enforcement and then as special counsel in the Division of Clearing and Risk before joining the Office of International Affairs. She began her legal career at Arnold & Porter LLC in Washington, DC. Wingate is a graduate of the University of Virginia and Tulane University School of Law.

Wingate will join ICI on February 22.
